Vic: Vic water powers are secure, Thwaites says

Victoria is confident the federal government can't over-ride its constitutional rights
on water .. even if other states agree to give up theirs.

State and territory leaders will meet the prime minister in Canberra tomorrow .. to
discuss a water rescue plan for the Murray-Darling basin .. which includes handing control
of the water to the federal government.
